UPDATE: Senator Ben Brown did something most have never seen done in the Missouri Legislature. He got whipped hard enough he brought a bill back up that had already been defeated so it could be voted on again and pass the senate. Shameful.
When a bill gets defeated in the senate it should be dead, right? Well…NOT if the big Ag (not for small farmers) and their lobbyists, or senate Leadership (Cindy O and Caleb Rowden) tell you to revive it!
In the Missouri Senate SB 1351 was defeated last week on third read. What does that mean?
It was perfected on the floor. This means the bill handler brought it up, explained it, and in a voice vote it passed out of the senate. It has be to brought back for a final vote called a third read before it can taken up by the House. In that third read the bill was defeated.
The lobbyists lost their minds as did Senate Leadership. NOW, they are trying to find a way to redo what was done by threats and intimidation.
Proud of those Republicans, yet? NOTE: One of the Republicans shown in the photos below missed session on Tuesday and Wednesday of last week … and Monday of this week. There was no session on Monday of last week. This means that three of the last four days in session in the last week that senator did not show up to do their job. Also, in the photo below this is a super important hearing on a bill 2 weeks ago in a House Hearing. The room was filled with ordinary citizens who drove for hours, missed work, and carefully crafted their pleas on a bill very important to them. Three of the people in the photo are staffers. This is how the MO Legislature views “WE THE PEOPLE”. This is an illustration of how bad things are in Jeff City. Your senators don’t show up for work and your Reps. know that Leadership will move only the bills they want, so they don’t even show up to hear Missourians testimony. Shameful.
There are three Republicans said to be “contemplating” having the bill brought back up for another vote. If one of those who voted NO asks for the bill to be “reconsidered” it will be brought back to the floor for a new vote.
This is called the bill being whipped even after a vote.
Senators Jill Carter, Ben Brown, and Andrew Koenig are who we have been told to watch as they are not sure they took the “right” vote.
Hmmmm….
WHAT DOES THE BILL DO?
The bill closes all records as to who owns “farm” ground in Missouri where water is being “diverted” for use on “agricultural land”. This is a BROAD definition on purpose. You will be told this is to protect the “farmers”. But, just know this is not protecting “farmers” like you and I know “farmers”. Did you know that Bill Gates now is the largest owners of Agriculture ground in the United States? (see link below). Does this make him a “farmer”?
These senators will tell you this is for farms and the “protection” of farmers. Who are considered “farms” these days in our country and state? Those are their “talking points” they have been given. But, who are they protecting? Why would they make it a crime to share who owners of Big Ag are and why?

Well…this bill had to come first. Why? The bigger brother bill called SB 782 is coming like a freight train behind it. This bill has much bigger implications for Missouri’s water rights and the resource of water in our state. THIS BILL WILL ALLOW FOR WATER EXPORTATION FROM MISSOURI WITH A PERMIT ISSUED BY THE DNR. The lobbyists and politicians will tell you this is for your protection. But, that would be a lie.

In Missouri this will legalize water exportation. Currently water is being transported from Missouri to other areas. We heard this in the hearing for this bill. However, your riparian water rights supersede anyone who may doing this to your detriment. You have legal standing now. If SB 782 passes and the state allows water exportation to other states and our water rights become weak, then it is a very good guess our commodity of water that we all enjoy now will become very costly to us all and you will have no legal recourse to fight.
ALSO SUPER IMPORTANT: WHO OWNS MUNICIPAL WATER SUPPLIES? SUCH AS CITY AND COUNTY WATER PROVIDERS? THEY ARE BEING PURCHASED ALL OVER THE COUNTRY AND PRIVATIZED. THIS IS A CONCERN DUE TO THIS PART OF SB 782:

WHY DO LOBBYISTS AND MO SENATE LEADERSHIP NOT WANT YOU TO KNOW WHICH CORPORATIONS OWN YOUR WATER SUPPLY? WELL…INCREASES IN COST TO USE YOUR WATER. THE FACT THAT SB 782 ALLOWS FOR THESE PRIVATE WATER DISTRICTS TO SHIP OUT YOUR WATER. IF YOU WATER BECOMES SOMETHING OF A HAZARD OR A COMMODITY AND YOUR WATER IS COMPROMISED, YOU WILL HAVE TO GET AN ATTORNEY AND A SUBPOENA TO FIND OUT WHO OWNS YOUR DRINKING WATER.

I get much more from the written posts then I do from the audio since I am very hard of hearing even with a headset, especially women's voices. I appreciate the bill implications in the write-ups.
The system was created to make it difficult to have a say with committee members that are not your senator of house rep. I am JBS member and sometimes I get 'bill' alerts from them. Sending emails to members of the legislature seems futile but I still do it. I wish there were newspapers in MO that covered the Capital from a conservative perspective. We could use them to get the word out on these awful bills.
