The reality of SB4 and how the senate and house manipulated the process to get that bill across the line in Missouri.

This guy: Geoff Marke is the “Chief Economist” for the Office of Public Counsel in Missouri. His department is supposed to lobby on behalf of rate payers in Missouri who pay for public utilities to ensure they receive the most fair rates. They are supposed to act as a public advocate for Missourians.
Last week, Senator Rick Brattin (The Chairman of the Missouri Freedom Caucus in the Senate) was the keynote speaker at the We The People Meeting in his district. He brought Geoff Marke (the public advocate) to explain why SB 4 was a good bill in an attempt to defend Senator Brattin’s vote and advocacy for SB 4.
VERY IMPORTANT FACT TO KNOW.
Geoff Marke was lobbying for his OWN bill in the House of Reps. in the Utility Committee on February 19th of this year. Yes, bureaucratic agencies are lobbying their own bills. Weird that the government lobbies the government on behalf of their interests. Want to guess what they were lobbying for? A bill that would increase the Department of Public Counsel’s budget.

Watch below when Geoff Marke was asked the OPC’s position on the “Future Test Year” and the “CONSTRUCTION WORK IN PROGRESS (CWIP) provisions in SB 4 that promises to radically increase Missourians rates during the House Hearing.
He should boldly have said he was against such rate increases due to the fact right now CWIP AND FUTURE TEST YEARS ARE ILLEGAL IN MISSOURI…see below…but, he refused to take a public position. (See below):
When Marke says in the video below he had “been in talks with the senate late into the night” ask yourself what he was negotiating for?

Someone needs to ask Senator Brattin if he realized the real reason the OPC got onboard with this bill was because they became part of the bill?

You read the reason why Geoff Marke likely stopped opposing SB 4 at some point. He admitted in the above video that he was “in talks with the senate until late into the night”. See above video of Rick Brattin where he says that originally the OPC (Office of Public Counsel) was “EMPHATICALLY OPPOSED TO THE BILL, LIKE SCREAMING FROM THE ROOFTOPS” (Senator Rick Brattin’s own words) until it got to the perfected version (final sub) when the OPC endorsed SB4 and that is why Senator Brattin said “that is what brought me along” (his words) ***See video of Brattin in his own words above.
You do the research and then ask yourself what changed from version #1 and version #3 of the bill? From where we sit it appears the biggest change was not the removal of anything that might help Missourians, it was the addition of the OPC to the final version of the bill.
WHAT YOU NEED TO KNOW:
As a result, the OPC, your “supposed advocate” will be added onto all of your utility bills. Their “advocacy” for you will now appear on all of the rate increases about to occur for all utilities. It is an estimate that their will go from approximately $27 million a year to $50 + million a year. SB 4 allows for your government advocacy agency to seek a portion of all utility bills. The higher the rates, the more they make on the backs of Missourians.
You see the big picture now, don’t you? It appears your “advocates” got bought off. Some call it bribery. Bribed to sit down and not oppose this very bad bill on behalf of all rate paying Missourians. Their very bad bill got embedded into SB4. That was their payoff to sit down on SB 4.

YOU NEED TO KNOW:
Right now…currently…the Public Service Commission has what is estimated to be $1.9 BILLION in rate increase requests from these same public utilities who are all about to increase your utility rates. NOT ONLY WILL SB4 increase your rates dramatically, so will these requested increases if they pass. They will pass in some form. They always do. Here is a sampling of those:
SENATOR BRATTIN’S COMMENTS ON PROVISIONS HE ADDED TO SB4:
A LEGAL OPINION FROM AN ATTORNEY REPRESENTING LARGE CORPORATIONS WITH REFERENCE TO THE REALITY OF BRATTIN’S CLAIMS (his amendments will do nothing to help rate payers) with permission to share:
NOTE: SENATOR RICK BRATTIN AND SENATOR ADAM SCHNELTING WERE THE ONLY MEMBERS OF THE FREEDOM CAUCUS TO VOTE FOR SB4.
Other than Senator Adam Schnelting none of the other Freedom Caucus Members followed Brattin’s lead on this. Ask yourself why.
BELOW YOU WILL SEE ALL OF THE TAX CREDITS WITH SUNSETS THAT WERE LIFTED. “UNDER $1.4 BILLION” NOW WON’T BE HELD ACCOUNTABLE BY THE MISSOURI LEGISLATURE AS THEY HAVE ALWAYS BEEN PRIOR TO THIS. THEY HAVE ALL BEEN GIVEN A FREE PASS.
FISCAL NOTE:
IT IS SO DISAPPOINTING THAT ALL REPUBLICANS OTHER THAN MIKE MOON VOTED FOR SB10.
They did so to appear to be doing something important and a Republican priority. They voted to lift the sunsets on the Men in Women’s Sports bill & the SAFE ACT.
THE SENATORS WHO VOTED SB4 VOTED FOR THE FUNDING FOR ABORTION IN THE FRA. THE SENATE COULD HAVE ADDED GUARDRAILS TO HAVE CONDUCTED AUDITS TO ENSURE THE FRA FUNDING TO PP WOULD NOT INCLUDE ABORTIONS. BUT, THEY DIDN’T. IT JUST BREEZED ON THROUGH.
THE OBVIOUS
WE NEED A FIX FOR AMENDMENT 3. WHY HAS THAT NOT BEEN A PRIORITY IN THE MISSOURI LEGISLATURE SINCE DAY #1 OF THIS SESSION?
ASK YOURSELF THAT? IS IT BECAUSE THE MURDER AND MUTILATION OF BABIES IS A BIG MONEY MAKER FOR POLITICIANS WHO TRY TO ACT LIKE THEY CARE?
WHY ARE THEY NOT FIGHTING FOR THIS?
WHY DID THEY NEVER STAND LONG ENOUGH TO MAKE SURE IP REFORM PASSED IN MISSOURI THAT WOULD HAVE PREVENTED THIS IN RECENT YEARS. WHY ARE THEY NOT STANDING NOW?
BECAUSE DEAD BABIES USED FOR MEDICAL RESEARCH ARE WORTH BIG, BIG MONEY.

They wanted all Republicans to vote in lock step. They needed this for the appearance of consensus. However, Senator Mike Moon understood that it would appear that he voted against lifting those sunsets against Men in Women’s Sports and the SAFE Act, but in voting NO he actually voted to protect the LIFE issue and keep Missouri from funding Planned Parenthood for the purpose of abortion, or at a minimum force that conversation that had been debated every two years with FRA funding for over a decade in the Missouri House and Senate.
Had they removed the FRA from the bill and monitored it for the next couple of years, that would have ensured that there would be no funding of Planned Parenthood for the purpose of abortion. But, now that accountability card ,with the public debate, will no longer come in front of the Missouri Legislature.
You will be told that the Missouri Legislature passed a bill last year that banned Missouri funds from funding to Planned Parenthood. However, what they won’t tell you is that the Missouri Supreme Court has ruled on that.
They always say, “the courts will decide”. They knew the Supreme Court had already decided.” That bill appears to have just been passed to give lip service to their town hall voters when they came home to pat themselves on the back.

ALSO IMPORTANT FACTS TO KNOW:
MEN IN WOMEN’S SPORTS AND THE SAFE ACT SUNSETS ARE NOT SET TO EXPIRE UNTIL AUGUST OF 2027.
WE HAD TIME.
FIRST: Ask yourself why in the world did a super majority of Republicans ever allow sunsets (expiration dates) to be put on those laws in the first place?
SECOND: By adding those two amendments to this bill it forced the hand of Republicans to NOT VOTE AGAINST MEN IN WOMEN’S SPORTS AND THE SAFE ACT SUNSETS BEING LIFTED. TO HAVE VOTED AGAINST SB 10 WOULD HAVE BEEN A BLACK MARK ON ALL REPUBLICANS VOTING RECORDS. THE AMENDMENT ADDED ONLY FORCED THE APPROVAL OF SB10.
IT WAS POLITICAL GAMESMANSHIP.
THE LIFTING OF THOSE TWO SUNSETS SHOULD HAVE BEEN A STAND ALONE BILL AND NOT SOMETHING TO FORCE ALL REPUBLICANS TO PASS THIS HORRIBLE BILL SB 10. We had time and we already had the actions of Trump.
President Donald J. Trump had bought us time, as well. He has recently signed Executive orders banning trans gender surgeries on kids under the age of 19 and has banned Men in Women’s Sports. Again, buying Missouri time.
Do your own research. There are a lot of smoke and mirrors that keep Missourians from understanding the whole truth. We all know something is wrong, but we do not fully understand what that is. THAT is the purpose of Shield Maidens of Missouri.
