With Dems only holding 31% of the House and 37% of the Senate, why does the legislature pump out so many awful bills that become laws? We need to call them out.
I would like a ballot measure the public could vote on that requires a House and Senate performance review of each legislator.
How often were they present to hear citizens’ oral presentations on proposed bills, how often were they present to vote on moving a bill forward, how often did they attend committee assigned meetings, how often did they read a bill amendment prior to voting – and this list could go on and on. They get a salary to represent their constituent not power brokers, special interests, influencers from out of state, corporate interests and so forth.
The performance review (report card) would include funding received from any source during the prior and current years and funding provide by them to organizations.
In addition, all votes, whether procedural or not must be divulged. No secret voting.
How about we just get that personhood amendment passed to ensure babies have rights to live and we would not allow euthanasia. Also, it would limit personhood to humans so that corporations, special interests, etc. would not be able to contribute to our elections. It would probably force that issue to the Supreme Court as well and maybe we could overturn Citizens United. But, in the meantime, it could really clean up politics in Missouri and lead the way for other states to get behind it as well. We could even have penalties and such for offenders.
If our AG Bailey enforces the penalties and goes after corporations and special interests then they will have to keep their money out of politics.
Heavy lift to get that amendment pass. If it did pass, I did not read into it that it would also change other statutes that would automatically affect corporations as not defined as personhood for elections.
Would be nice those because elected official work for their donors!
Yes, the current personhood bill would have to be expanded from its present form. If getting this passed is a ‘heavy lift’, that shows how corrupt and weak our current Missouri government is….
How often do you see money coming out for the buyer at closing of residential real estate? I am seeing money coming back to the Buyer (ex/ $6K, $10K, $15K amount paid to the buyer by the seller) more and more often on closing docs I get for tax purposes. I talked to the Assessors office today and asked if that was taken into consideration and netted to lower the selling price to actual because it is 'artificially pumping up the price' and doesn't necessarily represent true value required under law. I've seen this more and more since the TCJA passed and more so the past couple years probably due to higher interest rates.
Regarding the required increases for the assessor, the State Tax Commission meeting minutes shows these assessed valuations are ONLY for residential property. The minutes show there was some type of residential sales study performed in all of these counties. I wonder why these studies were done in the first place. Was there a rule or bill requiring that? Anyway, based on these studies, a percentage of assessed value compared to fair market values was determined. So, the MOU provided steps that need to be completed by the local Assessor for the 2025 Assessment Roll to make progress towards arriving at fair market value. So, yes this is being forced by the state by a study that was done locally….but why was this study done in the first place??
I found the Assessors Manual on the State Tax Commission website. The study that is used is called a Ratio Study Methodology and follows general guidelines and requirements as set forth in the International Association of Assessing Officers (IAAO). It is all about addressing ‘assessment inequities’. I cannot find anything with Missouri showing a contract with this entity. However, I did find a contract with Sedgwick Kansas where the IAAO performed an audit. The scope of work included a “sales ratio study methodology and use with the valuation creation through value defense processes,” and “Reliance on technology for value creation through reconciliation for the creation of the final appraisal roll.” They use a product called CAMA - Computer Assisted Mass Appraisal systems.
Missouri law requires true value. I think the courts have identified that as market value. In this audit, they are looking at “full market value” and I’m not sure exactly what that means.
I’m looking at the Missouri statue 137.115 on property valuation and I am really thrown off by the language “an appraisal of the property by generally accepted appraisal techniques”. I assume this is the Uniform Standards of Professional Appraisal Practice (USPAP) because that is specifically named in the US tax code. However, this is an unlicensed group (not that I am a big fan of state licensing) but without listing that, it appears that they can use whatever techniques ‘they’ (such as the assessors office) generally accept. How odd and beneficial for their purposes!!
Also, the USPAP standards are not publicly available. The only thing I can see is the Summary of Actions they make each year to their standards. And there seems to have been quite of lot of significant changes in 2020-2021 and in 2024.
They need to start getting prosecuted for perjury of their oaths. Every time they violate the text of the constitution start presenting that vote as evidence to a grand jury and prosecute them for perjury and remove them from office. Put them in jail.
