At some point I had hoped to offer a tentative attempt at a solution for the legislature not following their own rules. I meant to do this two months ago but time and lack of expertise on the matter is getting in the way.

So I will just say that using what Congress does to keep bills in line with constitutional expectations, not leaving it up to individual members who are ignored, and to follow precedent:

Missouri needs a citizen's ballot measure to add a House and a Senate Parliamentarian system to Title III LEGISLATIVE BRANCH. It seems the current Chapter 23 Committee on Legislative Research was not established to ensure Assembly members follow Legislative laws.

This may not be a cure, and will cost more money for staff, but it may be worth a shot if it is written with teeth. Perhaps Ron Calzone, president Article 3 Institute, Inc. could work on a ballot measure to move this along if enough people think it is worth trying.

Also, a ballot measure to make explicit that a measure must include the major laws that will be excised by an amendment’s citizen’s approval.

I think that much of what is happening to the GOP in MO's legislature is happening elsewhere. I just read about GA GOP here:

Thank you for your service. I have been calling the Governor’s office for the last few weeks trying to convince them to contact you guys and go on your show and explain ourselves. The lady that answers the phone is upset with the end. I’m sorry with the personal property taxes going up to Her name is Mary. I think if you contact her and talk to her, you might be able to convince her of what you guys are talking about and maybe possibly get the Governor to come on your show I would say it’s worth a phone call to the governors office. I’ve called last week and probably a couple weeks before Mary. There’s three people there but Mary seems to be interested. She don’t trust the government so I ask her why do you work for the government then and she said she met the legislators she used to be a legislator in seeing how it worked, but she is upset about the personal property taxes, and I think she does not realize that the governor could veto this stuff or in some way influence it and help stop it or influence the right thing to be done, but it’d be great if you could get him on your show if he would show up and explain himself if nothing else when you’re talking to Mary, you guys are way better speakers than me you could tell herexactly why our taxes are going up like you do on the show because she thinks the Governor has no control or say so in any of it. Thanks again for your show. Sorry to bother you.
