Page 7 line 17 starting with the oversight body shall not issue a one time nonrenewable license to any applicant who has had any license in the relevant occupation or profession revoked by an oversight body outside of this state who is currently under investigation, who has a complaint pending, or who is currently under disciplinary action.
-Doctors under investigation and have complaints pending are the ones who have given what is called “off label” protocol. Ivermectin, hydroxychloroquine and azithromycin.
Doctors have used meds off label for years but now this is something that is worthy of investigation because they were saving lives and not following standardized protocols. This bill should have an exception for these doctors and future doctors. It also references interstate compacts which is in direct violation of the US
Constitution Art I, Sect 10, Clause 3.
Section 324.004 page 7 line 22 requiring citizenship also needs to be added to 324.004 pertaining to law enforcement officers. In states like IL and CO they allow illegals under DACA to be police officers.

In committee SB559 Burger extending sovereign immunity to any contractors that contract with government. Horrible bill
Curtis Tent said this is needed to level the playing field. What playing field? It’s leveling any businesses that do not contract with government to have other rules the those that do.
Jill Carter asked, “so engineers would not be responsible if the plans were wrong?” There was no response. Curtis Trent withdrew the bill from passage because it was clear it isn’t going to pass with who was in the committee at that time. He pulled it until he could get enough of the lame senators who would ordinarily vote this bill out of committee could show up.
HB147 Hovis had a fix with St. Louis police officers’ settlement. It also deals with proxies which could be a problem. Look at how foreign entities are a problem with proxies.
James Harris spoke in favor of this bill on behalf of FGA Action.
In Committee HB195 (THE BORN ALIVE BILL) which is Holly Jones and Brian Seitz. Committee started with only Jill Carter and Joe Nicola in it. At 8:25 Brattin came in and 9:00 Lewis came in.
Abortion Action MO testified in opposition of the bill and she listed off a page or more of medical/psychological associations that say we should not interfere with killing a baby at birth. This is the same reason why we should not be putting into law these very associations as a requirement for training and licensing everywhere.
HB835 Farnan was heard about allowing a licensed daycare to also have 2 children of
their own blood in addition to those watched in home. We should be opening up homes to as many kids as they want. However because of Nathans Law that was passed in 2019 it limited the capacity of unlicensed daycare. Now they are crying there are “childcare deserts” that they created.
Senator Brattin did a great job saying just that. He said the General Assembly through Nathans law created this problem. He went on to say that he was sent to an in home daycare and that he did just fine. Plenty of us have.
HB850 Rep. Hausman was heard to give temporary licensing to the childcare centers. Those happen to now be corporations and schools because they have driven out the mom and pops. Government is now very close to cradle to grave with children. She quoted the “childcare deserts”.
HJR73 Ed Lewis was perfected in the House and passed out of fiscal review. This bill has exceptions and now has a new concern brought to life. It starts “The State’s duty to protect public health ad welfare includes protecting the integrity and ethics of the medical profession. The state’s interest in regulating the practice of medicine is even greater in areas of medical and scientific uncertainty or in areas that raise grave moral and ethical concerns, including abortion and gender transitions procedures.” There is a concern this would allow for the government to intervene in ways as never before. I don’t know if that would be the case or not. Is it a legitimate concern? Until someone convinces me differently it is.
Then on page 2 it states “regulating to ensure the health and safety of the pregnant woman”. This could be an intrusion to all things dealing with pregnant women.It allows for abortions for medical emergencies, fetal anomaly, rape or incest.
Sb22 Brattin was passed by. The House that said the ballot language cannot just be written by the courts. The SOS has 3 chances to get it right before it goes to the court to rewrite. I have had criticisms because I said this bill was good that said the court can still rewrite and it is more talking points then substance. That may be but in my opinion it certainly can’t hurt and the intention is well intended.
SB47 Trent dealing with federal class action lawsuits
HB567 Gallick fix for Prop A, ready to go the distance and had the democrats filibuster until 1 am and then they adjourned. This means the bill comes back on the floor if that is where the floor leader places it-my guess is it will stay on the floor. Whoever had the floor when it was adjourned gets to take it back again. They (CINDY O’LAUGHLIN) never requires democrats to suffer. This was 12 hours between 6 people. 2 hours a piece. Senator Moon filibustered a bad appointment for 7 hours by himself. These are the continued dirty details that fail to get reported.

WEEK 4-14-25
From the Senate transportation, Infrastructure and Public Safety Committee, there were a number of omnibus bills that were exec’d out before the public hearing happened, including HB225 and SB71. Passed 4-0. HB799 and 344 also Passed 4-0
The chair stated that Omnibus public safety bill will be soon and then the Transportation omnibus bill.
SB672 David Gregory. Same Highways Act about wrong way driver. This bill would put wrong way signs at the site of the accident with LED lights and then additional studies to see if tech for lights and wrong way drivers detection. A deadly wrong way crash happened on 1-17-25 on west bound I64.
The Mother of the 29 year old male testified that we have the technology and we have the DATA. Other states are already doing this.
Heather Elder from MADD (Mothers Against Drunk Drivers) testified in support of SB672.
An uncle of of the young man that died also testified in favor of the bill.
There were no witnesses in opposition. Chairman Fitzwater said if there were no opposition, the plan would be to vote the bill out of committee next week and attach it to the safety omnibus.
HCS HB1175 Representative Hardwick began his testimony at 2:20 pm. 2021 SAPA legislation has been struck down by Missouri courts and waiting to be heard by the US Supreme Court. HB1175 does not make the declarations the way the 2021 bill did that the courts have had issues with. The declarations were why we don’t want to assist the feds in removing the firearms. This bill also does not allow firearms to be placed on the federal firearms registry. We should not participate or cooperate with tracking farms by the federal government. Also 10th amendment, this is it enumerated by the constitution and we should assert that duty. The bill also includes clips/magazines and ammunition.
Senator Washington questioned Hardwick, asserting that she too is an attorney. Hardwick was a US attorney in the western district. Hardwick stated that the State prosecutor cannot file federal charges. Hardwick says there are times tasked with forces do and can cooperate with the feds. This would not allow local LEO’s to remove firearms, magazines, and munitions. Another dem tried to draw a parallel between sanctuary cities and SAPA.
Aaron Dorr with the Missouri Firearms Coalition is in support of 1175. The bill is only 10 pages long, with 5 of the pages of new verbiage. New clarity, a $50,000 penalty for each employee that cooperates with the feds on gun removal as well as those who have been federal LEO’s that have removed firearms. This bill does clarify that former military members can be hired by without penalty. SAPA does not preclude federal aid FROM federal law enforcement funds to enforce Missouri law, just MO cops cannot help the feds to enforce federal gun control law. MO cops can help the feds in the investigations or incidents that do not include firearms, for example drug running.
Susan Meyers of Women for Gun Rights stated there is no guarantee that the ATF will continue as they are now.
Ron Calzone (Missouri First) spoke in opposition to this legislation.

2021 legislation only forbade the removal of firearms, this version includes all future laws enacted that could enhance 2nd amendment protections. The National Concealed Carry Reciprocity Act is moving through the legislature in DC and this bill would not allow us to participate in the Reciprocity from state to state under the act . current CERT is before the Supreme Court. If new SAPA passes before the Supreme Court rules, that case would be moot and all the time and $$ spent on it would be wasted.
The open title would not protect from an amendment that could attach that would change penalties and therefore the bill COULD be weakened by the Senate.
The DOJ continues to ask for 2 week extensions on the federal case.
Shawn Fagan Chief of Police of Rolla PD and also of the Missouri Police Chiefs association testified that his office withdrew from a federal task force as a result. That task force has seized 700lbs of meth, 2 kilos of fentanyl, 1000’s of pills and 2 firearms. They couldn’t participate because the seizure included the 2 firearms and put the entire case in jeopardy. 80-100 jurisdictions are participating in task forces that have some fed agencies involved and at times the case is large enough that the case is picked up by the feds, therefore the locals would have violated SAPA.
Senator Justin Brown thanked Chief Fagan for being his chief. (We thank Senator Brown for just showing up to a committee hearing for a change.)
Lance Bollinger Assistant Chief for Columbia, MO says this bill has unintended consequences. That in meetings with the ATF agents and attorneys for and interpretation not the law was no Federal resources can be received. Bollinger continued that there were 100 spent shell casings in Columbia from shootings just this past weekend. The federal ballistics cannot be used.
Chief Schmidt from Branson testified. He took the most conservative approach. An officer was removed from the ATF task force. Prosecuting attorney’s office can’t keep up with the cases in their tourist area and when the cases were referred to the ATF they had better movement. He also has concerns of frivolous lawsuits.
Shawn from Missouri Sheriff’s United, as the bill stands, they are opposed to the bill.
Joan Haven a St. Louis County volunteer w/Mom’s Demand Action testified stating “it’s sad that 10 year olds have to ask questions about active shooter drills”.
Jay Schroeder of MOFOP, can’t get behind his bill where it is.
Chad Hartman police chief of Versailles says as it is written he cannot support this bill currently. This echos previous concerns w/addition of Federal database for stolen firearms not allowed. How will we solve stolen weapons crimes?

HB377 Hardy Billington. Bill Foster Bridge of Poplar Bluff, this bill had a number of amendments added to it on the floor during perfection. Many dems thanked representative Billington for allowing a number of democrat amendments to be added to this bill for naming of bridges in their districts honoring citizens.
Representative Seitz stated that the naming omnibus bill should hit the floor next week.
3rd Read HB126 & 367 Rudy Viet pension funds cannot be used for campaigns, the circuit clerks bill, and presidential primaries. The 6 week in person voting will be removed in the Senate. The primary will be held on the first Tuesday of March.
Representative Murphy said that Senator Carter doesn’t have the 6 week changed in it. “If we believe what she says, that will be ok”. Representative Murphy voted present on the bill.
Representative Martin asked about the fiscal note, that adding the presidential preference primary, but the budget does not reflect this. Another rep said the budget does not reflect this as there will not be a presidential preference primary until 2028, so the $$ doesn’t need to be allocated in the 2026 budget.
Representative John Simmons said he cannot vote for the bill as it still doesn’t legally tie the primary. The state convention can pick a different candidate than the vote of the primary.
The clerk called the absentees. The bill passed 85-64
SS2 SCS SB 22 Joint Resolutions ballot language and who gets to rewrite it and if and when there is a challenge to the ballot language. This would increase the ballot language from 50 words to 100 words and give the Secretary of State more authority to have input in the ballot language not just the courts. The bill passed 109-26 and the emergency clause passed as well.

Dem Ashley Aune asked of Rep Whaley, we will honor our state statute. Have you taken any polls on the bills that you are floating around. Discussion of honoring state statute, the MO Constitution and the Federal Constitution. What is the accountability, how do we hold people accountable if this passes. Whaley said life is the same inside an outside the skin "Simply a cluster of cells".
If you believe in murder, how will you vote on HJR73. Gragg, from conception to natural death. Would you consider an amendment to address natural death.

Hausmann, car accidents with the death of a pregnant female, there is always a charge for the murder of 2 persons, regardless of gestational age.
Proudie, here since 2019 when the abortion ban was first adopted. I believe the abortion ban brought us to 2019. I believe innocent human life as a pentacostal, but she doesn't want Christian language in our constitution or state statues. She acknowledges that there is language, Endowed y our creator, but under that document she would have not have been a person, but property. The constitution is a living document and subject to change.

Manseur, under this amendment would there be a charge of murder for the woman, would the physician be charged with murder?
Only distinction if the baby was wanted or not. Car accident vs abortion. When is that human life natural, innocent and protected?
Manseur continued, strikes me as repressed. How will this bill affect people to stay in MO. What is the state's roll in determining if the physician has violated this. There is a decline in obstetricians and gynecologists practicing in MIssouri, saying its because of these types of laws. How do you view IVF in this situation? On the campaign trail lots of constituents ask what happens to those embryos that are being held in stasis? Can they be destroyed? Sparks believes they should be protected. This bill would not hold physicians or parents of fertilized embryos liable if they are not used.
Laubanger Early delivery can save both the other and the child. 12 weeks is an arbitrary time on when a developing baby is actually life vs a 25 year old that is finally physically and mentally mature.
Jones inquired about page 3 line 6 to line 7. The instances it is necessary to terminate for instance ectopic pregnancies.

Whaley responded that it would be up to the jury to determine and look at each individual case to charge and convict. HB18, 19 and 20 were brought up, agreed to the title of each bill individually and then hold their place on the calendar.
HB18 was amended to reflect $600,000,000 for maintenance and repairs of state owned facilities. Governor Kehoe requested $52,000,000 for the penitentiary, but the committee reduced the figure to $15,000,000.
Jefferson Barracks, the oldest military installation west of the Mississippi river is being turned into an armory. The new Dental School in St Joe as well as renovations of the Supreme Court building. The bill was amended to require UMKC in St Joe to do a 50% local match for the state funds. Amendment .05H FQHQ in Green County, Hospital in Jasper County has wrong designations for handling the funds, they need to be swapped, Mental Health and Health and Human Services for the 2 different facilities.
Representative Cupps wanted to amend the bill, but its passed the point in the process so he didn't offer the amendment and withdraw it, he just spoke to the issue. He has an apartment on High Street and a couple of times didn't get up and move his car before the parking meter start time so he has received tickets. Meters bring in less $$ than the salaries of the enforcers. JC City Council was to remove the meters, yet the meters remain. He believes the Capitol is the People's House and every effort should be made to make it easily accessible to the visitors and all the parking meters around the Capitol should be removed.

HB20 Arpa bill-American Rescue Plan Act, re-appropriation for already credited projects so all funds can be spent "In flight". $2 billion left, and have spent it down since the budget process has started. 02H amendment from governor's recommendation, $2,000,000 already spent, this decreases the authority over the $62 million as the $$ has already been spent since crafted.
HB19 Amendment 3 06H is a technical error in committee to reconcile a project in HB20 of $250,000 for a childcare facility match in Kirksville for their YMCA. Its a 50/50 match.
HB20 Amendment 20 03H deletes the word lab and inserts the word surgical.

Babies, yes they matter, but the safety for mothers also matters. Amendment 3 was written so vaguely that its up to the judiciary. "Health care professional" is too vague and there are unintended consequences in A3. Doctors cannot be sued. I have tried to put myself in the position of a woman who has been raped.

Ashley Aune read off names of reps that she wished to inquire 1 by one, but they were not in the chamber at the time, and she listed the percentage that they won their district but A3 also passed. She said that Representative Hardwick won by the largest margin, 71.5% yet Amendment 3 still passed in his district.

Senate Committee Hearing 8am Judiciary & Civil and Criminal Jurisprudence.
SC for HCS HB87, it was mentioned that HB794, 667, and 87 were all incorporated into HB87 as well as others to become SCS HCS HB615, if I followed correctly. It was very confusing, and even the members of the committee were having difficulty following the bill string! In the executive session of SCS HCS HB615 Senator May requested her sub to also be rolled into the bill. At least 6 additional bills were added by Senator May to the original Senate committee sub, which sounded like at least 12 bills were already rolled together
THe discussion was on the confusion about which bills had already been incorporated. Also questioned when was the committee sub distributed, and May said it was about a month ago, but the chair couldn't find the sub by May so they let May distribute her sub in the committee by amending the individual bills. "Can we go over the sub with representative Griffin for additional tweaks"?
It was mentioned there were committee members missing and many needed to leave because their system crashed for budget on Tuesday. They also joked that they cannot confirm nor deny that members of the committee were injured during the softal game. The chair presented the bill from his seat on the dias. I believe he was almost too sore to walk to the witness desk.
SB741 Expedite federal review of Missouri death penalty cases. Greg Goodwin was a subject matter witness. He is a chief counsel in the MO Attorney general offices. He works with victims of violent crimes. Sergeant Graham's case has been tied up in review for 5 years. This bill should allow attorneys to be appointed during the appeals process before the feds review the case, as a federal review of death penalty cases are required. At times it is taking 3? years before attorneys are appointed and up to speed to proceed with the case. This changes the standards for qualified experience and requires the appointment to happen immediately. The Sergeant's dad died before his sons killer was executed, after the convicted then proceeded to the MO supreme court and all subsequent appeals.
Testimony Sgt McAtee's wife, 18 year process for death penalty. There were times in the process that the widow found out progress on the case came from the media. THe killer wrote 3 books while in jail, 1 titled Cop Killer and used fictitious names to publish the book. THere was a billboard up in Kirkwood in his memory. He also was going onto youtube, telling his story about losing appeals. He was executed on 11-29-22 finally giving the family closure.
Tracy Dunkin testified that her Sister Sarah Bonney was murdered on Christmas Eve of 2006. Tracy read their Mom's testimony as their Mom still cannot deal with the pain of the murder. She and her husband found their daughter shot to death in her home, as well as her son in law, leaving their 4 year old child in the home with the front door wide open. When her daughter and son in law didn't show up for Christmas the next day and didn't respond to the phone, the Mom and late dad drove to their house and found them murdered and their 4 year old grandchild in a very cold house, alone. The grandparents raised the granddaughter until the grandfather died in 2017. They dealt with the grandchild having PTSD with triggers such as Christmas music, etc. The murderer was executed in 2024. If there are no objections in the meantime, the plan is to amend this onto the crime omnibus bill and exec out next week.
SB706 Hudson. Protect charitiable orgaizations wehn they act in good faith if an employee or volunteer are suspected of sexual abuse. A member of the Southern Baptist organization in JC. At times a charitable organization fears reporting sexual misconduct for fear they will be held liable for the misconduct of the employee or volunteer to protect the org. Other states are taking this approach.

Guidepost published 280 pages of findings. Roadblocks, potential exposure for lawsuits for disclosure from previous employer or volunteer for fear they will be prosecuted for defeation. Mazzie Christensen said the only people that don't want this bill are insurance companies, rapists and pedophiles. The companion bill has already passed in the Senate.

Doug Clemens has a problem with the 30 days, if the deadline is not met by the municipality, the project is automatically green lighted. Amato said this can be done, he sponsored an ordinance in Arnold Missouri called "fast tracking" Said the only reasons permits can be denied is the health, safety, and welfare have been proven will be harmed. The democrats don't like this bill. May need to tweek this bill to reflect if the zoning doesn't line up with the building being proposed.

SB49 and 118 moves the date deadline for contract renewals and changes the process of hearing for firing a principal after 5 years as principal in the same district. Chaplains are allowed to volunteer or be employed by the school district. This doesn't prevent, upon a tragedy, to come in and to counsel students and staff. This Bill uses the Department of Defence list of who is stipulated as "chaplain" and training as chaplain is required to have the chaplain designation. School chaplain is not as broad as DOD designation. THe local school board still gets to make the final decision of hiring or allowing volunteer of each specific chaplain. This bill passed with a 12-6 2 voted present.

Representative Knight presented a bill that would not allow private schools from playing in championships in the respective sport. These schools recruit and or can choose who they accept into their school and these schools are notorious for winning multiple championships, even though they play up a class based on a percentage of their enrollment.
SB63. This is bill is an education omnibus bill that amendments were added in committee including removing background checks for FPE homes. Family Paced Education homes currently have a requirement that anyone that lives in the home that is 18 years of age or older must have a background check. The conversation was had about homeschoolers not in the language. But, according to a report in the committee homeschool is not defined in statute and therefore doesn’t require background checks. Amendment 02H was presented. This would allow homeschool and FPE participation in public schools. It would require 1 seated class hour to participate in the extra curricular activities, the amendment maker said that if a weights class was required for football then the weights class would count. There was much discussion on the cons of this requirement, including additional time commitment by parents, especially if that 1 hour was not the last hour of the day, so 1 trip could be made for practice each day. At this point different schools have different requirements, and this would cap the credit hour requirements. Some schools require 6 hours and thats not homeschool.
Josh Hurlbert said home and virtual school bullying requiring a class that is not related, so he is a no on this amdnemtn.
Ben Baker- Every year for 7 years this legislation has been presented. This amendment would prevent them to do exactly what they want to do , including travel for just the 1 hour, He cannot support the amendment, and requested a roll call vote on the amendment.
The roll call vote on the bill was quite interesting, with the Chair of the committee voting pass as well as the Vice Chair passed on the first round, with Chair Lewis voting yes when the clerk got back around to him and Vice Chair Banderman voting against the bill. The amendment failed with a vote of 9-13.

Representative Kathy Jo Loy moved for adoption .05H. This amendment is Representative Ben Keathley’s legislation HB1386, Recovery High Schools. When this bill was heard in Children and Families, the testimonies by the young adults that had gotten clean and graduated from the Recovery High School in the St Louis. This bill expands the locations and types of entities that can create a Recovery High School to include private and charter schools. Private schools that have interest in a Recovery High School must be accredited. Representative Keathly testified there are other schools that are interesting in having these Recovery locations, but the RFP process is expensive and the school has no confidence that they will be able to complete the application process successfully. The amendment was adopted with a voice vote.

HB1146 was presented by Doyle Justice. Unfortunately the public hearing was only allowed 20 minutes as the General Session reconvened at 2pm. This bill would put into Missouri statute the processes to contest a book’s placement in a public library. Currently that process has been adopted by approximately 95% of libraries across the state of Missouri, but this process is the previous Secretary of State’s process for contesting and reconsideration of a book that has been challenged in the children’s sections of libraries. Representative Justice was asked why the committee sub that he also supplied removes high school libraries. Since the bill was crafted he found out that DESE already has policy in place regarding high school libraries and that would complicate the process. This policy also includes digital library materials. The bill states that a person that contests the book must live in the district where the book placement is being challenged and must have checked out the book that the resident citizen is challenging. The bill also stipulates that vendors must be able to remove individual titles, not all other titles in a. Section that the challenged book is located. This bill also protects employees and staff with a set system.
Scott Bernier of EBSCO testified in favor of the bill. EBSCO is a digital company that supplies information to libraries, providing databases to different needs, including schools and professions. This bill also addresses tracking of children, protecting their privacy. This bill does not remove a title or information from the library, but moves the book to a more age appropriate location within the library for the subject matter in the book. This bill also allows the process to be carried out at each individual library so that materials available in each library reflects the needs of different communities.
A 2nd witness that the mic didn’t pic up his name testified that he has friends who are in favor and against this legislation, and we have been able to work that out. He said “we worked with the Secretary of State’s office and 95% of libraries already have these politics in place.
Representative Ann Kelly asked the witness, what do you tell the public libraries when librarians don’t like being told what to do, when they are already doing a “good job”.

Reports from Commitee. 737 and 487. THe House amends HB737. Representative Melissa Schmidt, the bill carrier, refuse to adopt and recede from its position and request a conference. This bill was the first bill passed out of the House and sent to the Senate on foster care placement. There is a question on constitutionality of the modifications on 537.046 (I believe this is correct) the enforcement of noncompliance of sex abuse in minors.
HB200 was on the floor for a perfection vote, at the very end of the debate on the floor a democrat rose to speak to the bill and said the quiet part out loud. That the bill is “loaded up with a bunch of great amendments”. Yes, the bills are loaded up with amendments! The amendments are entire bills that wouldn’t otherwise pass. This is about the only way a democrat can get a bill passed, and there are times they introduce a piece of bi-partisans legislation that would be good for all Missourian, but they are frozen out by the super-majority, but the Republicans are even worse at this “game”. HB1041 Dane Diehl. Gallick offered the first amendment, amending the title of the bill from Malt Liquor to alcoholic beverages. Representative Sherri Gallick said that this title change helps expand the legislation. Representatives Dane Diehl also said this will allow some other great bills pertaining to this industry to have a chance this legislative session.
2025 Legislative Session - Day Fifty Five - Wednesday, April 16 - Afternoon Session
The titling amendment allowed 3 other alcohol related bills to be attached, creating an alcohol omnibus bill of 4 bills.
Representative Diehl has nicknamed this bill the American Beer Act. The original bill reduces the excise tax on domestic beers from 6c per gallon to 2c per gallon.
Representative Myers amendment would allow other types of alcohol to be auctioned or raffled for fundraising purposes for non profits and protects the Non-profits from litigation. The original bill, at the time it attached to HB1041 had not been voted out of committee but was expected to be voted after the same evening, after the House adjourned from Gen Laws.
Representative West further amendmed the bill with his legislation that beer, in additional to wine, can have cash rebates and coupons. The wine industry is opposed to this, as they currently have the authority to offer coupons and rebates. A democrat represenative inquired, that in a previous employment that did sell alcohol she knew you cannot advertise wine through the mail and wants to make k sure this doesn’t violate federal law when coupons or other promotions are listed in the weekly grocery story coupons that are included in the newspaper.
Representative Gallick proposed her amendment at 2:46 pm, that would allow alcohol to be sold in establishments in the Kansas City area to remain open until 5 am for the World Cup that will be in Kansas City from June 11, 2025 until July 19, 2025. Some establishments already have permits for them to remain open until 3am. Another representative asked if safety was a concern and Representative Gallick said there would already be additional law enforcement on duty for the protection of Jackson County residents from a possible increase in criminal activity w/incrased legal hours.
Representative Weber, this bill came through Emerging Issues. The chatter of the women’s World Cup in 2030 is exciting. She couldn’t resist mentioning that she hopes the legislation allowing guns on buses doesn’t make it through the senate as we will have.
A question was asked about tthe underlying bill. Reducing the excise tax on domestic bear will lower the tax revenue by $3.4 million the first year and then an estimated $4.1 million per year following. It was posed by a democrat to increase the excise tax on foreign beers to help make up the difference as well as further encouraging the purchasing of domestic beer as opposed to imported beer.
A fun exchange was had on the floor as a demonstration from St Louis spoke about a microbrewery in St Louis and crazy amounts of people testified in the hearing on this bill from across the state. It was noted that most beer consumed across the state is manufactured in St Louis. 95% of grains, specifically wheat and rice are grown in Missouri, as well as corn.
Representatives Weber piled on with there are small breweries in the KC area that are using MO grains. She did some shout outs for specific micro brewieris in the St Louis area in response to the mentions of AB manufacturing.
Representative Christ said there was a unanimous vote on this bill in Emerging Issues and it truely is an America First, Missouri first bill.
Representative from South East Missouri I inquired of Diehl, pointing out rice for the beer manufacturing is grown in the Bootheel.
A rep from Independence added there are 2 microbreweries in Independence.

HB757 Representative Mayhew brought the catalytic converter bill to the floor. This bill is an omnibus bill from last year with all its parts vetted individually in commitee that addresses multiple issues pertaining to the theft and prosecution of catalytic converters. For instance, if the catalytic converter is still attached to the car when it is scrapped, you don’t have to prove the VIN numbers match, etc. This bill also lifts the no Sunday sales of used cars at brick and mortar locations.
Representative Sasseman tried to amend HB575 to HB757, that would take the language back to the original language in Missouri statute that notices for storage units must appear in the newspaper. The proposed language would allow the advertising in other media types as long as at least 3 independent buyers were present for the sale of the contents of the store unit. The amendment failed on the floor of the house.
HB1284 This bill is the only bill so far that just deletes 10 different statutes! It also allows cities and other municipalities to name streets and highways after fallen hero’s, and the signage has to be paid for locally and maintained locally..
HB326. Shields, tax credit penalties removed for food pantries. Currently there is a cap for annual tax credits for certain categories including food banks and diaper banks. There are people who donated to these food and or diaper banks that use the tax credit, not knowing the tax credit has been maxed out for the year. When they are notified that their tax credit will not be offered, they are then charged penalties and interest for the unpaid taxes. This would eliminate this.
Representative Christ amended the bill with tourism tax credits used for CVB’s tourism, NCAA/Final Four, your tourney’s.
Representative Brian Seitz of Branson announced that he was just appointed to the Missouri Tourism Commission Statewide and that his first act is to support this amendment that supports tourism statewide.
HB1284 was PQ’d and then perfected and printed with a voice vote.
HB200 by Representative Faulkner had its title changed. This allows Representative Costlow’s bill to be added for flood prevention and look control in parks. The additional floor controls must be of natural materials and can also create ponds, lakes and greenways for floodwaters through parks and away from county infrastructure.
Amendment 3 was an amendment for sewer lateral program that a fee can be added to property taxes. This fee would create a fund to pay for the replacement of lateral lines from the private home to the city connection. This would raise the cap for the fees, and the cap has not been raised in 22 years.
Representative Matthiessen moved to adopt his radioactive waste fund bill.
A democrat made a point of order during this motion that there was a representative wearing tennis shoes on the floor and that is against the House dress code. Actually the rep that made the point of order was indeed wearing tennis shoes himself. There was a reference made by Representative Proudie earlier that she WAS wearing a jacket.
Amendment 5. Last year’s MERK bill has sunsetted/lapsed. This provided funds for training for hazardous materials by firelighters.
Rep from Boone was gaveled for crossing the line of sight between the reps in the inquiry on the bill.
Rep Van Schoik added his bill for light mitigation for wind farms. The lights would remain off until an aircraft is detected within 3 miles the wind farm. The cost estimate for each farm is $1-2 million. The deadline to get all farms into compliance is 2033.
